Regular exercise and good feed combined with good genetics will build muscle. I include genetics because the dog has to have "the stuff" bred into them before you can fine tune it. And some dogs -- like my boy Priest and Marty's Lil' Bit -- will be naturally fit and muscular. Weight pulling as a sport doesn't build muscle. Pulls happen too infrequently to really be of benefit to the dog's musculature. Drag work can help beef up their rears primarily, but there are lots of ways to get a dog into shape. Good old-fashioned hand-walking is said to be one of the best.
