He's just being a pup, so nothing to worry about.
Since your female is a Border Collie, and not an
ApBT, things should be much easier for you.
However, never allow them together, ever, without your supervision.
As for training, don't push too much too soon.
Everyone likes to train pups, but remember, he is just a pup.
I normally wait until the name is mastered, the sit command learned, as well as stay,
but most of all, until after the pup is fully potty trained.
I feel too many people go outside for help, and pay for what they can do themselves.

ApBT is a smart dog, some may say, too smart.
I have to spell words at times to fool my dogs.
Some can open doors, fridges, cabinets, and know how to escape from crates (I have to lock them shut.)
Also open crate to let another out. (I'll never keep two indoor dogs again!)
So when the pup is hanging on to her, just pick him up to end it.
Then distract him with something else. Get strong chew toy to play with. Pups like to bite.
Soon, he'll pick up play time ends when he bites her.
Btw, NEVER give in to his whining, EVER! Never respond to a whine.
That will cause greater problems, and he'll use it to get his way.
