Often times a dog will attack a child because its frustrated and bored, and a child is the size and has the mannerisms of a small prey animal. It is always best to put the dog in an appropriate sized crate. Maybe even leave a durable chew toy in it before you leave. Yes, it was very neglectful for the parent to leave the child alone with a tethered dog, but as the owner, you must do everything in your power to prevent any possible accidents. Do not trust other people to make the right decisions. This applies to many situations as well. Common sense.
Are you for real?

Chaining is irrelevant. The dog was safely confined and not allowed to roam free to cause more damage......that's all I have to say about thaaat

You come off like you know what your talking about, but in reality you are far from the truth.

Do you know any dogfighters personally, to validate your claims?!
You think dogs attack because they are bored?! Any stats?
You think that a dog can easily confuse a child with a prey animal?!

You are so far off point its not even funny.

I spent the first 5 years of my life with an APBT that was constantly chained and was never once bitten or confused as prey and she was a hunting dog lol. My grandfather had multiple dogs that were DA a d this particular dog was a notorious escape artist in a pen so a chain set up was the safest option for her. He also didn't allow dogs in the house so she was on that chain for hours at a time and it didn't piss her off or make her aggressive.
