When the dog gets really close or you are ready stop and stand up. The dog at this point should be quite close and almost forced to sit on his own since he is that close. You want to take a different amount fo steps every time so they dont get used to it and he told us to do it 10 times a day. I had the same problem now he comes perfect with this technique. We never used treats but you could if the come and sit are done perfectly. It takes practice for you and the dog to get it timed right but it works. dont try off leash to soon though a good month of this every day he should be ready for this off leash. Another important thing is if your dog is doing something bad never ever say the word come and then scold them use a different word or go get them and do what you need to do. Otherwise they will then assoicate come with something bad. I hope this isnt confusing as it dose work good. Good luck with your pup.

yeah something like this! start out small though. like just a few feet, then gradually go further away. eventually he will get it. the other thing i did was i noticed what noises got his attention. Odins favorite sound is a crinkle from a bag, like a bag of chips or something like that. so i would make the sound and say come (which he was on his way already) and now hes got it (mostly).
