How old is he? And are you on a schedule? That's the most important. Is there anything hinting that he's about to pee? Does he get some water then pee an hour later? Cain pees and poops after dinner a few hours later. So we always go out after they eat and my husband an i eat. Starting out for us I took Cain out every half hour. Then increased the time. We don't play outside until we've gone. Once he's peed we come in and get the outside toys to play. And for me I stay outside until he went. Not spend 10 minutes outside he hasn't gone go inside. We stay out until he goes. Cain was a sniffer so I typically could tell when he was about to go-lots of sniffing in one area and out we went. I always say go potty(which after a few times he understood that) so as soon as they potties it was "good boy go potty" so now if he's being a butt I can tell him no go potty and he goes.
