socializing an older dog

My question is about my wife's mothers dog. He is a pure red nose very pretty dog. has been around young children very good with any human and lives with a small mixed dog very good with it his only problem is anything else i now he is always going to be aggressive toward cats and other dogs but is there a way to calm him down even a little it is so bad i have to take him to the vet for her cause it takes her and my wife just to hold him in the vets he wants all the pretty kitty cats and dogs lol. it is so bad they told them they wont board him anymore. she has to leave some weekends for work and has him boarded at the vets. I am working with him now on basic obedience as i have experience with that but I mean i have never seen a dog this crazy about other animals lol.

update

Ok as soon as finished typing my post the mother in law called and she needs me to take the dog to the vet because he tried so hard to get out of the fence he cut his nose on the chain link trying to get to another dog the fence is high enough so he could never get out but he is crazy about trying i have to figure something out he is a great dog other than this.

You might talk to the vet about something to calm him down. I tried a holistic product called 5 flowers on my girl Chalice. It did work but i didn't like the after affects she seemed depressed. The lady at the health food store said that was a side affect. You could try lavender it is a calming agent or I know that there are some different ones in the pet catalogs. Is this guy neutered? You might want to work on the watch me commands. Use lots of praise and treats every time you get him to focus on you or your mom-in-law instead of a pretty kitty or a dog. Also once he starts to focus on other animal pull him in a different direction don't let him stand at the fence going crazy he will never learn that it is not okay to act that way.
