You cannot change a dogs personality. You can build a little drive with food for toys but some dogs just do not have it in them.
To start the dog working out you can do walks and runs with the dog if he will run with you. If not enjoy your nice house dog and buy/rescue a dog that you can work with. Sorry there is no good answer I have a working kennel and I have had to place "lazy" dogs in home they could just be nice pets because they did not want to work.
Walks can help keep him in shape but again you are limited by drive.
I have a dog that is as active as a sack of rocks!! She is a great pet! lol
