A dog will get bored faster on a mill. You will build a greater bond walking and running with your dog.

I'm pretty sure that the tread is less work for the dog. I find my self kinda hopping (cheating) when I'm on a treadmill

I think it depends really, on how much resistance the treadmill has on it, or if youre using a slat or carpet mill. another thing to consider is the slope of the road you will be on, and the texture of the running surface.

All of those things are variable, but I would not substitute one for another.
