Honestly I wouldn't let her pull on normal walks around the block like that. Just use that weighted vest. Have you gotten her used to the pulling harness first? That is the first step, so you can walk her in just that harness to help her get used to it. Just flip the bar up onto her back so it doesn't drag. Then you can add something with small resistance and noise to it and work on that in that field or even in the backyard. Something common in an empty milk jug with some rocks in it. Or change if you don't have rocks on hand.
But don't force her to pull, you don't want to use bait of any kind, just praise. I always kept my leash attached to the harness just in case, ya never know lol. But you don't want to use it to pull the dog.
Your neighbors should be able to see that you aren't forcing the dog to do anything it doesn't want to.
If you have to ask, you have a mutt.
