I don't think you quite understand the difference here.... Registering him with the town is just what pretty much any dog owner does. It's just going to the town hall or wherever and paying their $5-20 fee saying you own a dog - that is pretty much it!
Registering him with a pedigree registry like UKC, ABKC, AKC or ADBA is not possible for you because you never received the pedigree application paper from whoever you got him from. (Most likely the parents were not pedigree registered either) if they were you would have to talk to the breeder and have him send off for them. If you get your dog neutered, then these pedigree registries will give you Limited Registration Papers so that you can compete in sports with their clubs. Hope this all makes a little more sense now.
