On your first question, I can't help you because I'm not local. But I will say don't waste too much time because most vets don't like to crop after 16 weeks.
On your second question, there is no way to get legitimate papers on a dog from unpapered parents. The registries need to be able to verify the pedigree before they grant registration. Some people think that a blood test can do that, but it doesn't work that way. Unfortunately, the only way to get a papered dog is to buy from a breeder that registers their stock.
