Exercising on treadmill.... incline or not?

I am looking for some different opinions.... do you think it's better to exercise your dog on a flat treadmill, or is it better and more of a workout to have the treadmill at an incline?

I thought running your dog on a treadmill was illegal ; Am I wrong or not ?

I think if you plan on going incline, work your dog on the level first, and gradually increase the slope angle. (if you have different settings go up baby steps)

Let your dogs get used to one thing before making it more difficult JMO

That is exactly what I did. All 3 of my dogs didn't have a problem with the incline, but is this better exercise or would it be too hard on their joints over time? (and is it illegal?)

In some states they view a dog using a treadmill as a dog fighting tool....
