If this dog has actually eat the diaper itself it could have an obstruction a vet visit could be in order. If he tears the diaper apart please go see a vet because the diaper itself can be deadly to the dog. My experience with them scavanging like that could be they are missing something in their diet. What kind of food do you feed?

In the meantime, don't leave the diapers where the dog can get to them. Once is a mistake but after that it's negligent.

"always"?
how does this happen more than once? leaving dirty diapers where the dog will get to them is not an accident. this is negligence.
who knows what kind of parasites the dog has now. the panting is a sign of pain and discomfort. probably a fever.
how good would you feel after eating baby shit?
take the dog to vet and get a full decontamination.
