Blood blister, scab, or something else??

Hi, I am new here.. I was hoping someone may have seen this or something similar before. When I was searching on Google, I saw someone posted on here several years ago something very similar looking to what my dog has currently. Hoping someone has some insight or can give me ease of mind.

I have a 5 year old pitbull. He overall is pretty healthy besides having allergies, some skin tags that my vet said appear to be normal & double CCL surgery he just had in July (he tore both CCL's!).
However, a little over a week ago I found a red blood blister type of thing (??) on his chest. I first tried to squeeze it to see if something was embedded in his skin. It ended up bruising it , I was surprised it bruised so i left it alone and applied neosporin to it. After a few days, the bruising was healing but it was still there. I was worried it could be a tick or something so i ended up trying to remove it. It came off easily, bled a little bit. I cleaned it off and applied neosporin. It was slightly pink when the top came off and a little open spot. The skin is somewhat raised behind it and reminded me of a small skin tag. The scab that came off of it was dried old blood.
By the next day, it was back again with a scabbed top. I am still applying neosporin and just watching it. I plan to give it another week and see if it heals before I contact my vet.

Also, I am trying to post an image but don't see an option to, suggestions?

Please let me know your thoughts.. Thank you!

To me, it just looks like an inflamed patch where possibly a bug bit, or something went into the skin like a splinter, or maybe even ring worm. I personally would be using coconut oil on it and if it didn't clear up or appear to be clearing up within a week I would see a vet about it.

It's a natural antibacterial and should help keep it moisturized in general. Ecko sometimes scratches himself (bug bites usually) and creates similar marks and the coconut oil usually resolves it in a day or two.

the circular pattern makes me think ringworm. Ecko suggested coconut oil. that should help. but if the skin starts pealing or becoming crusty, i would use a little lotrimin (as long as the dog can't lick the area).
