Hard to say without her standing. Did the vet comment on her weight?

I'm sure your vet would have mentioned something if they felt she was too thin. Like stated above, a standing side shot would make it easier to judge.

Can you see and feel the hips easily? It's hard to tell with the lighting and her longer coat but it seems they may be visible?

A couple ribs and even some spine is okay as long as the dog is otherwise healthy and fit. Hips are not okay and are an indication that the dog is underweight.

Is my dog to thin

If you can see her hips then she is underweight. What are you feeding? What does the bag recommend for her age/size?

She is eating purina puppy chow and it says 2 cups a day bug she's still looking thin I know she needs better food but it's all she had ever eaten and she has such a sensitive stomach I don't want to change it plus I can't afford the higher quality food

After surgery dogs often look thinner. I would probably up her food intake though-- does look a bit like the hip bones are showing. Start off with 3 cups of food and see how she looks in two weeks.

This ^ Up her food to 3 cups for two weeks, then back to 2 cups. 2 cups per day is adequate for a dog that size, it is what I feed Camo and his weight maintains pretty ideal.
