Do you think it would be a better decision to try using a choke collar? I don't know if it would be quite as effective?

if your dogs neck is red your are not use a prong that is properly fitted and the correct size. don't put rubber tips on it or you might as well not use a prong, they make the collar worthless.
You need a small prong collar a Size 14" and add links if you need too, next you have to fit it properly. It must be very tight and fit right underneath the jaw line of the dog and not slide down. You must barley be able to do the clasp for it to stay in position. Then when you make a correction you can make on that counts. I see dogs all the time come in for obed lessons and the prong collars are not the right size and not fitted correctly. If you do not have a proper fit the collar will rub the neck raw and be less effective. Now I am sure it works ok but try this and and you will see a big difference.
When he looks at another dog as soon as it happens you need to say no and pop up on his collar, and a good correction his little front feet should leave the ground. A few of those and he will think twice of mouthing off at other dogs.
This is a proper fit and really it could go up higher in her neck it might have one link too many but see how high it is and how small it is? That is what you need, most people get these large or med prongs but they do not work as well as the smaller ones for aggression issues.
