We rescued a pup from the animal shelter. He was about 13 weeks when we got him and he is about 4 months old now.
He's doing really good with potty training and his crate. But when it comes to his brother. Who is a 5 year old beagle. He try's to dominate him and he will run up an bit and nip even if our beagle is just laying there. It may just be a puppy thing but he doesn't respond to NO or STOP.
I don't want him to be afraid of me but he needs to know that it's not okay. He has tried to bite us before to. It's like he doesn't know between play and not. And suggestions!?

It sounds like he may have missed out on the crucial developmental period where pups learn bite inhibition from littermates and mom. I recommend you reading some sticky threads that cover why puppies bite, and how to counteract/correct it. Give me a few minutes, and I'll post the links up for you.
