My water faucet got stuck while i was watering outside & now it won't shut off

I know this should go in the lounge section but wanted everyone to see it.

I did... How the heck does this happen? I sprayed the stuck spigot (inner copper part) with oxidation remover, let it set & wd-40. It's like it's super glued or something...

Beats me. I haven't come across it. Hopefully once it's all set you can use some grease once you loosen it or just get a new faucet.
