Luna has been itching a little too much for my liking for about a month now. I haven't seen one bug on her. She has very fine short puppy hair so I would be able to tell (I think). And I have given her flea treatment every month.. the liquid one that goes down her back. Then, I noticed her flapping her ears back and forth like 5-6x a day for the past week now. So today I gave her Excel medicate ear remedy and I *think* it has helped. I also examined her ears.. no sign of hair falling out, ear mites, or wax build up. Then today, I noticed her knawing at her tail. At one point it looked like a whitish scab with pus. The hair is still covering it up but I'm pretty sure there's a scab underneath. I also gave her a bath today... any advice??

You can start here it talks about how to treat allergies.

shaking of the head can mean an infection and you can treat them at home with this solution in this link below. It is also possible she got something in the ear like a fox tail or something else that go in there. If the ear solution does not help in a few weeks or the head shaking gets worse go to a vet to have the ear looked at.
