I am new to this and don't know what I'm doing, so bear with me. Our rescue group works with a local dog pound finding forever homes for the dogs and puppies that are brought in by the ACO. I will be attending a city council meeting where an employee of the gas company will be asking that something be done about pit bulls in town, many of which are chained to or near the gas meter. We have no ordinance regarding pit bulls, so I can see something coming. I would like to be able to suggest something that will benefit the dogs as well as the gas company. We have dog fighting here in the Mississippi Delta, and many poor pitties live on 3 foot long chains forced to eat, sleep, and poop within that area. To my knowledge, not much is done by authorities to try to combat dog fighting. I never hear of arrests or seizures of dogs. I need wording that will force the people who have pit bulls to act responsibly and provide a better place for these dogs to live or, better yet, to not get one to begin with unless they want to keep it inside to be a part of their family. I have seen many pit bulls or mixes in my 14 years of working with the dog pound and not one of them that I can remember was people agressive and not all of them were dog agressive. Can anyone advise me where to go to get wording to suggest for an ordinance?

as a vet tech trained by the SPCA........ what is useful to say is in italicization the other is just for ..

Working dogs such as traditional bulldogs and huskies are often kept tethered in a smaller area than other dogs CAUSE IF THEY GET A RUNNING START THEY WILL BREAK THE CHAIN..

A dog is required to be able to move freely in and out of shelter; have access to water and show NO more than 5 vertebrae, your fingers can lay in above the abdomen.

As far as tethering dogs to gas meter... and electric meter..

The MOST STOLEN DOG IN AMERICA is the bulldog known as AMERICAN PIT BULL TERRIER.. How is the most stolen dog the most feared??? :hammer: Tell your gas man to take a box of dog treats, use good sense and he should be fine; and tell your ACO to ticket those who tether Human aggressive dogs to utility meter boxes. Animals have the right to be animals and there is no real way of saying animal that attacks other animals is dangerous, thats part of animal behavior.

I think the main point is to make a law for all breeds never targeting a specific one. In my area dogs are not allowed to be tethered to anything for more than 4 hours. I believe 1st offense is a warning and then a $500 ticket and then a hearing. Depends on the city since Massachusetts is a commonwealth not a state so there are not any state wide legislations.

Wording is tricky as long as it applies to all dogs and doesn't target any is only when I feel it MIGHT BE acceptable.

I guarantee the huskies in alaska are better cared for then most house dogs here in the states and they live on 48in-8ft chains... yes they get taken off and worked but thats their spot... Very similar to high end bulldog owners. Some dogs can't be kept any other way.

Wording is tricky but the key is KEEP IT SIMPLE so simple it CANNOT be misinterpreted.

its not outlawed, just limitations. BUT my City is no where near Alaska, you keep a dog chained out and there will be troubles. They also will not allow you to have more that 4 animals, cats, dogs, etc. Not saying dogs are not tethered and people do not own more than 4, just saying whats legal. In the western part of the state, they do not have the same 4 hour/4 dog limits. Just saying you gotta be careful when wording anything, making blanket ordnance if not a good thing no matter how much its trying to help.

Don't single out what types of dogs should not be chained near meters. It seems, if this is the issue they are having, pretty simple to make a blanket ordinance requiring a right of way clearance to the meters for reading.

they just upped the tethering in my city to be 8 hours during the day limit and NEVER allowed between 11pm and 6am. Just wanted to update since my posts above are not wrong lol. read about it this week.
